Terrorism became an international problem in the 1970s, forcing the nine states in the European Community to cooperate in the realm of domestic security. The so-called TREVI meeting set the direction for the development of European domestic security policy. The author shows that the meeting was a pragmatic response to terrorism while at the same time, an instrument of broader integration efforts.

"Das Buch besticht nicht nur durch den originellen Zugriff — die Kombination der Erforschung des Terrorismus und der europäischen Integration —, sondern auch durch die minutiöse Rekonstruktion und Analyse der politischen Aushandlungsprozesse im Rahmen der TREVI-Konferenz. Auch wenn der Fokus auf der deutschen Seite liegt, bleiben die Standpunkte und das Verhalten zumindest der beiden anderen „großen" Mitgliedsstaaten Frankreich und Großbritannien keineswegs unberücksichtigt. Alles in allem ein innovativer, unbedingt lesenswerter Beitrag zur Geschichte der europäischen Integration."

The nexus between action taken at the national and international levels is perfectly taken into account, as exemplified in the transgovernmental experts-network (pp. 174-179). The long-term perspective of counterterrorism during the 1970s is emphasised, its role regarding the war against terrorism today and the nexus between democracy and violence, freedom and security.
