1988 was a year of dynamic transformation. In its policies toward the DDR, West Germany was confronted with the mounting instability of the East German regime. At the same time, the remaining East bloc states, especially the USSR, were moving politically and economically toward the West. The international debt crisis, Soviet withdrawal from Afghanistan, and relations with Syria and Iran all challenged Bonn’s diplomacy.
