    Barbara Sinclair is Distinguished Research Professor in the Political Science Department at UCLA. Among many other titles, she is the author of Unorthodox Lawmaking: New Legislative Processes in the US Congress and Party Wars: Polarization and the Politics of National Policy Making. In 2012, she was awarded the Samuel J.
