Although referendums have been used for centuries to settle ethnonational conflicts, there had yet been no systematic study or generalized theory concerning their effectiveness until Matt Qvortrup's Referendums and Ethnic Conflict. Qvortrup's study filled the gap with a comparative and empirical analysis of all the referendums held on ethnic and national issues from the French Revolution to the 2012 referendum on statehood for Puerto Rico. Drawing on political theory and descriptive case studies, the scholar created typologies of referendums that are held to endorse secession, redraw disputed borders, legitimize a policy of homogenization, or otherwise manage ethnic or national differences. He considered the circumstances that compel politicians to resort to direct democracy, such as regime change, and the conditions that might exacerbate a violent response. Qvortrup offers a clear-eyed assessment of the problems raised when conflict resolution is sought through referendum as well as the conditions that are likely to lead to peaceful outcomes.

This updated and revised edition includes a new introduction bringing the general field to the present, as well as new specific sections on Scotland (2014), Catalonia (2017), and the Brexit vote in the United Kingdom (2016). The original work's political framework now also covers the literature on identity politics, online campaigning, the regulation of social media, and how referendums are used increasingly as populist devices. This edition also updates referendum results through the end of 2020.

For thirty years, Northern Ireland was riven by sustained ethnonationalist conflict over the issue of whether the territory should remain part of the United Kingdom or reunify with the Republic of Ireland. The 1998 Belfast or "Good Friday" Agreement brought peace to the region by instituting a consociational government, which acknowledged the political differences between nationalists and unionists in Northern Ireland and established a legislative body characterized by power-sharing between the region's political parties. In Consociation and Voting in Northern Ireland, the first study to address electoral behaviors and opinions in a power-sharing society, John Garry interrogates the democratic efficacy of Northern Ireland's consociational government.

John Garry investigates the electoral period between 2007—when all of Northern Ireland's major political parties joined the power-sharing government—and 2011 and analyzes postelection survey data to assess the democratic behavior of Northern Irish voters. The evidence is used to address the following questions: How democratic is a consociational government? If all the main parties are in the government, and there are no opposition parties per se, is it possible for voters to hold the government to account? Do power-sharing structures simply perpetuate underlying divisions in the constituency? And since consociational power sharing relies on agreements between senior politicians, can citizens end up feeling disillusioned and, therefore, disinclined to vote? In the process of answering these questions, Garry presents new information on shifting identity formations in Northern Ireland and extends his analysis to the implications of power-sharing agreements for other nations.

Why do some societies choose to adopt federal settlements in the face of acute ethnic conflict, while others do not? Neophytos Loizides examines how acrimoniously divided Cyprus could re-unify by adopting a federal and consociational arrangement inspiring similar attempts in its region.

Loizides asserts that institutional innovation is key in designing peace processes. Analyzing power-sharing in Northern Ireland, the return of displaced persons in Bosnia, and the preparatory mandate referendum in South Africa, he shows how divided societies have implemented novel solutions despite conditions that initially seemed prohibitive. Turning to Cyprus, he chronicles the breakthrough that led to the exhumations of the missing after 2003, and observes that a society's choice of narratives and institutions can overcome structural constraints. While Loizides points to the relative absence of successful federal and consociational arrangements among societies evolving from the "post-Ottoman space," he argues that neither elites nor broader societies in the region must be held hostages to the past.

To effect lasting and positive change, Loizides encourages stakeholders in divided societies to be prepared to identify, redesign, and implement innovative new institutions. Examining successful peace mediations and identifying the shared experience and commonalities between Cyprus and other divided societies promises not only to inform the tackling of the Cyprus problem but also to provide transferable knowledge with broader implications for the fields of peace studies and conflict resolution.

Each of Africa's countries has a different constitutional design, is characterized by a unique culture and history, and faces different stresses that threaten to undermine political stability. Presenting the first database of constitutional design in all African countries, along with seven original case studies, Constitutions and Conflict Management in Africa explores the types of domestic political institutions that can buffer societies from destabilizing changes that otherwise increase the risk of violence.

With detailed comparative studies of Burundi, Ghana, Kenya, Nigeria, Senegal, Sudan, and Zimbabwe, contributing scholars identify key turning points at which a state's political institutions either mitigated or escalated the effects of economic, environmental, demographic, and political shocks. They find that stability can be promoted by various constitutional designs—not only by accommodative institutions that encourage decentralization and multiculturalism, but also by the integrative, centralized designs that characterize the constitutions of most African countries. Languages have deep political significance beyond communication: a common language can strengthen cultural bonds and social trust, or it may exacerbate cultural differences and power imbalances. Language regimes that emerge from political bargains can centralize power by favoring the language of one ethnolinguistic group, share power by recognizing multiple mother tongues, or neutralize power through the use of a lingua franca. Cultural egoism, communicative efficiency, or collective equality determines the choice. As Amy H. Liu demonstrates, the conditions surrounding the choice of a language regime also have a number of implications for a nation's economy.

Standardizing Diversity examines the relationship between the distribution of linguistic power and economic growth. Using a newly assembled dataset of all language-in-education policies in Asia from 1945 to 2005 and drawing on fieldwork data from Malaysia and Singapore, Liu shows language regimes that recognize a lingua franca exclusively—or at least above all others—tend to develop social trust, attract foreign investment, and stimulate economic growth. Particularly at high levels of heterogeneity, the recognition of a lingua franca fosters equality and facilitates efficiency. Her findings challenge the prevailing belief that linguistic diversity inhibits economic growth, suggesting instead that governments in even the most ethnically heterogeneous countries have institutional tools to standardize their diversity and to thrive economically.

Civil war inevitably causes shifts in state boundaries, demographics, systems of rule, and the bases of legitimate authority—many of the markers of national identity. Yet a shared sense of nationhood is as important to political reconciliation as the reconstruction of state institutions and economic security. After Civil War compares reconstruction projects in Bosnia, Cyprus, Finland, Greece, Kosovo, Northern Ireland, the Republic of Ireland, Spain, and Turkey in order to explore how former combatants and their supporters learn to coexist as one nation in the aftermath of ethnopolitical or ideological violence.

To achieve peaceful interethnic relations and a stable democracy in the aftermath of violent conflict, institutional designers may task political elites representing previously warring sides with governing a nation together. In Power-Sharing Executives, Joanne McEvoy asks whether certain institutional rules can promote cooperation between political parties representing the contending groups in a deeply divided place. Examining the different experiences of postconflict power sharing in Bosnia, Macedonia, and Northern Ireland, she finds that with certain incentives and norms in place, power sharing can indeed provide political space for an atmosphere of joint governance or accommodation between groups.

Power-Sharing Executives explains how the institutional design process originated and evolved in each of the three nations and investigates the impact of institutional rules on interethnic cooperation. McEvoy also looks at the role of external actors such as international organizations in persuading political elites to agree to share power and to implement power-sharing peace agreements. In the contemporary world, there are many democratic states whose minority nations have pushed for constitutional reform, greater autonomy, and asymmetric federalism. Substate national movements within countries such as Spain, Canada, Belgium, and the United Kingdom are heterogeneous: some nationalists advocate independence, others seek an autonomous special status within the state, and yet others often seek greater self-government as a constituent unit of a federation or federal system. What motivates substate nationalists to prioritize one constitutional vision over another is one of the great puzzles of ethnonational constitutional politics. In Visions of Sovereignty, Jaime Lluch examines why some nationalists adopt a secessionist stance while others within the same national movement choose a nonsecessionist constitutional orientation.

Intrastate conflicts, such as civil wars and ethnic confrontations, are the predominant form of organized violence in the world today. But internal strife can destabilize entire regions, drawing in people living beyond state borders—particularly those who share ideology, ethnicity, or kinship with one of the groups involved. These nonstate actors may not be enlisted in formal armies or political parties, but they can play a significant role in a conflict. For example, when foreign volunteers forge alliances with domestic groups, they tend to attract other foreign interventions and may incite the state to centralize its power. Diasporan populations, depending on their connection to their homeland, might engage politically through financial support or overt aggression, either exacerbating or mitigating the conflict.

For ethnic minorities in Europe separated by state borders—such as Basques in France and Spain or Hungarians who reside in Slovakia and Romania—the European Union has offered the hope of reconnection or at least of rendering the divisions less obstructive. Ethnonationalist Conflict in Postcommunist States investigates why some Eastern European states transitioned to new forms of governance with minimal violence while others broke into civil war. In Bulgaria, the Turkish minority was subjected to coerced assimilation and forced expulsion, but the nation ultimately negotiated peace through institutional channels. In Macedonia, periodic outbreaks of insurgent violence escalated to armed conflict. Kosovo's internal warfare culminated in NATO's controversial bombing campaign. In the twenty-first century, these conflicts were subdued, but violence continued to flare occasionally and impede durable conflict resolution.

In this comparative study, Maria Koinova applies historical institutionalism to conflict analysis, tracing ethnonationalist violence in postcommunist states to a volatile, formative period between 1987 and 1992. In this era of instability, the incidents that brought majorities and minorities into dispute had a profound impact and a cumulative effect, as did the interventions of international agents and kin states. Whether the conflicts initially evolved in peaceful or violent ways, the dynamics of their disputes became self-perpetuating and informally institutionalized. Thus, external policies or interventions could affect only minimal change, and the impact of international agents subsided over time. Regardless of the constitutions, laws, and injunctions, majorities, minorities, international agents, and kin states continue to act in accord with the logic of informally institutionalized conflict dynamics.

Koinova analyzes the development of those dynamics in Bulgaria, Macedonia, and Kosovo, drawing on theories of democratization, international intervention, and path-dependence as well as interviews and extensive fieldwork. The result is a compelling account of the underlying causal mechanisms of conflict perpetuation and change that will shed light on broader patterns of ethnic violence.

Power sharing may be broadly defined as any set of arrangements that prevents one political agency or collective from monopolizing power, whether temporarily or permanently. Ideally, such measures promote inclusiveness or at least the coexistence of divergent cultures within a state. In places deeply divided by national, ethnic, linguistic, or religious conflict, power sharing is the standard prescription for reconciling antagonistic groups, particularly where genocide, expulsion, or coerced assimilation threaten the lives and rights of minority peoples. In recent history, the success record of this measure is mixed.

Power Sharing in Deeply Divided Places features fifteen analytical studies of power-sharing systems, past and present, as well as critical evaluations of the role of electoral systems and courts in their implementation. The sheer scale and brutality of the hostilities between Russia and Chechnya stand out as an exception in the mostly peaceful breakup of the Soviet Union. Chechnya: From Nationalism to Jihad provides a fascinating analysis of the transformation of secular nationalist resistance in a nominally Islamic society into a struggle that is its antithesis, jihad. Hughes locates Chechen nationalism within the wider movement for national self-determination that followed the collapse of the Soviet empire. When negotiations failed in the early 1990s, political violence was instrumentalized to consolidate opposing nationalist visions of state-building in Russia and Chechnya. The resistance in Chechnya also occurred in a regional context where Russian hegemony over the Caucasus, especially the resources of the Caspian basin, was in retreat, and in an international context of rising Islamic radicalism. Alongside Bosnia, Kashmir, and other conflicts, Chechnya became embedded in Osama Bin Laden's repertoire of jihadist rhetoric against the "West." It was not simply Russia's destruction of a nationalist option for Chechnya, or "Wahabbist" infiltration from without, that created the political space for Islamism. Rather, we must look also at how the conflict was fought. The lack of proportionality and discrimination in the use of violence, particularly by Russia, accelerated and intensified the Islamic radicalization and thereby transformed the nature of the conflict.

This nuanced and balanced study provides a much-needed antidote to the mythologizing of Chechen resistance before, and its demonization after, 9/11. The conflict in Chechnya involves one of the most contentious issues in contemporary international politics—how do we differentiate between the legitimate use of violence to resist imperialism, occupation, and misgovernment, and the use of terrorism against legitimate rule? This book sets out indispensable lessons for understanding conflicts involving the volatile combination of nationalist insurgency, jihad, and terrorism, most notably for the wars in Iraq and Afghanistan.

Endowed with natural resources, majestic bodies of fresh water, and a relatively mild climate, the Great Lakes region of Central Africa has also been the site of some of the world's bloodiest atrocities. In Rwanda, Burundi, and the Congo-Kinshasa, decades of colonial subjugation—most infamously under Belgium's Leopold II—were followed by decades of civil warfare that spilled into neighboring countries. This arrangement, known as asymmetric autonomy, has been adopted with greater regularity as a solution to ethnic strife and secessionist struggles in recent decades. Asymmetric Autonomy and the Settlement of Ethnic Conflicts assesses the ability of such power distribution arrangements to resolve violent struggles between central governments and separatist groups. Despite dramatic improvements in the security environment in most parts of Iraq, still unresolved are many core political issues, foremost of which is the conflict over the city and region of Kirkuk. With immense oil reserves and a diverse population of Kurds, Arabs, and Turkmens, Kirkuk in recent history has been scarred by interethnic violence and state-sponsored ethnic cleansing. Throughout the twentieth century, successive Arab Iraqi governments engaged in a brutal campaign to increase Kirkuk's Arab population at the expense of Kurds and Turkmens. Following the invasion of Iraq in 2003, a newly empowered Kurdish leadership has sought to reverse the effects of the Arabization campaign and to hold a referendum on incorporating Kirkuk into the Kurdistan Region. In Crisis in Kirkuk, Liam Anderson and Gareth Stansfield offer a dispassionate analysis of one of Iraq's most pressing and unresolved problems. Drawing on extensive research and fieldwork, the authors investigate the claims to ownership made by each of Kirkuk's competing communities. They consider the constitutional mechanisms put in place to address the issue and the problems that have plagued their implementation. The book concludes with an assessment of the measures needed to resolve the crisis in Kirkuk, stressing that finding a compromise acceptable to all sides is vital to the future stability of Iraq.

Arabs make up approximately 20 percent of the population within Israel's borders. Until the 1970s, Arab citizens of Israel were a mostly acquiescent group, but in recent decades political activism has increased dramatically among members of this minority. Certain activists within this population claim that they are a national and indigenous minority dispossessed by more recent settlers from Europe. Ethnically based political organizations inside Israel are making nationalist demands and challenging the Jewish foundations of the state. Palestinian Ethnonationalism in Israel investigates the rise of this new movement, which has important implications for the Palestinian-Israeli conflict as a whole.

Political scientist Oded Haklai has written the first book to examine this manifestation of Palestinian nationalism in Israel. Drawing on extensive fieldwork and interviews with key figures, Haklai investigates how the debate over Arab minority rights within the Jewish state has given way to questioning the foundational principles of that state. This ground-breaking book not only explains the transitions in Palestinian Arab political activism in Israel but also presents new theoretical arguments about the relationship between states and societies. The collapse of the Soviet Union suddenly rendered ethnic Russians living in non-Russian successor states like Latvia and Kyrgyzstan new minorities subject to dramatic political, economic, and social upheaval. As elites in these new states implemented formal policies and condoned informal practices that privileged non-Russians, ethnic Russians had to react. In Russian Minority Politics in Post-Soviet Latvia and Kyrgyzstan, Michele E. Commercio draws on extensive field research, including hundreds of personal interviews, to analyze the responses of minority Russians to such policies and practices. In particular, she focuses on the role played by formal and informal institutions in the crystallization of Russian attitudes, preferences, and behaviors in these states.

Commercio asks why there is more out-migration and less political mobilization among Russians in Kyrgyzstan, a state that adopts policies that placate both Kyrgyz and Russians, and less out-migration and more political mobilization among Russians in Latvia, a state that adopts policies that favor Latvians at the expense of Russians. Challenging current thinking, she suggests that the answer to this question lies in the power of informal networks.

After the fall of the Soviet Union, the Communist party, Komsomol youth organization, and KGB networks were transformed into informal networks. Russians in Kyrgyzstan were for various reasons isolated from such networks, and this isolation restricted their access to the country's private sector, making it difficult for them to create effective associations capable of representing their interests. This resulted in a high level of Russian exit and the silencing of Russian voices. In contrast, Russians in Latvia were well connected to such networks, which provided them with access to the country's private sector and facilitated the establishment of political parties and nongovernmental organizations that represented their interests. This led to a low level of Russian exit and high level of Russian voice. Commercio concludes that informal networks have a stronger influence on minority politics than formal institutions.
