In The Making of the Modern Muslim State, Malika Zeghal reframes the role of Islam in modern Middle East governance. Challenging other accounts that claim that Middle Eastern states turned secular in modern times, Zeghal shows instead the continuity of the state’s custodianship of Islam as the preferred religion. Drawing on intellectual, political, and economic history, she traces this custodianship from early forms of constitutional governance in the nineteenth century through post–Arab Spring experiments in democracy. Zeghal argues that the intense debates around the implementation and meaning of state support for Islam led to a political cleavage between conservatives and their opponents that long predated the polarization of the twentieth century that accompanied the emergence of mass politics and Islamist movements.
Examining constitutional projects, public spending, school enrollments, and curricula, Zeghal shows that although modern Muslim-majority polities have imported Western techniques of governance, the state has continued to protect and support the religion, community, and institutions of Islam. She finds that even as Middle Eastern states have expanded their nonreligious undertakings, they have dramatically increased their per capita supply of public religious provisions, especially Islamic education—further feeding the political schism between Islamists and their adversaries. Migrants and Militants brings together two perspectives on political violence. Can Islam Be French? is an anthropological examination of how Muslims are responding to the conditions of life in France. Bowen asks not the usual question--how well are Muslims integrating in France?--but, rather, how do French Muslims think about Islam? He looks at some of the quite distinct ways in which mosques have connected with broader social and political forces, how Islamic educational entrepreneurs have fashioned niches for new forms of schooling, and how major Islamic public actors have set out a specifically French approach to religious norms. But instead of returning to their traditionally heterodox roots, isolated groups of Pomaks embraced a distinctly foreign type of Islam, which swept into their communities on the back of Saudi-financed international aid to Balkan Muslims, and which these Pomaks believe to be a more correct interpretation of their religion.
Ghodsee explores how gender relations among the Pomaks had to be renegotiated after the collapse of both Communism and the region's state-subsidized lead and zinc mines. She shows how mosques have replaced the mines as the primary site for jobless and underemployed men to express their masculinity, and how Muslim women have encouraged this as a way to combat alcoholism and domestic violence. Ghodsee demonstrates how women's embrace of this new form of Islam has led them to adopt more conservative family roles, and how the Pomaks' new religion remains deeply influenced by Bulgaria's Marxist-Leninist legacy, with its calls for morality, social justice, and human solidarity.

Civil Islam tells the story of Islam and democratization in Indonesia, the world's largest Muslim nation. Democratic in the early 1950s and with rich precedents for tolerance and civility, Indonesia succumbed to violence. In 1965, Muslim parties were drawn into the slaughter of half a million communists. In the aftermath of this bloodshed, a "New Order" regime came to power, suppressing democratic forces and instituting dictatorial controls that held for decades. Yet from this maelstrom of violence, repressed by the state and denounced by conservative Muslims, an Islamic democracy movement emerged, strengthened, and played a central role in the 1998 overthrow of the Soeharto regime. In 1999, Muslim leader Abdurrahman Wahid was elected President of a reformist, civilian government.
In explaining how this achievement was possible, Robert Hefner emphasizes the importance of civil institutions and public civility, but argues that neither democracy nor civil society is possible without a civilized state. Against portrayals of Islam as inherently antipluralist and undemocratic, he shows that Indonesia's Islamic reform movement repudiated the goal of an Islamic state, mobilized religiously ecumenical support, promoted women's rights, and championed democratic ideals. However, as the implementers of the law have faced the social realities of women's lives and aspirations, positive changes have gradually come about. Here Ziba Mir-Hosseini takes us to the heart of the growing debates concerning the ways in which justice for women should be achieved. Through a series of lively interviews with clerics in the Iranian religious center of Qom, she seeks to understand the varying notions of gender that inform Islamic jurisprudence and to explore how clerics today perpetuate and modify these notions.
Mir-Hosseini finds three main approaches to the issue: insistence on "traditional" patriarchal interpretations based on "complementarity" but "inequality" between women and men; attempts to introduce "balance" into traditional interpretations; or a radical rethinking of the jurisprudential constructions of gender. She introduces the debates among the commentators by examining key passages in both written and oral texts and by narrating her meetings and discussions with the authors. Unique in its approach and its subject matter, the book relates Mir-Hosseini's engagement, as a Muslim woman and a social anthropologist educated and working in the West, with Shii'i Muslim thinkers of various backgrounds and views. In the literature on women in Islam, there is no account of such a face-to-face encounter, either between religion and gender politics or between the two genders.

Starting at the household level in one densely populated neighborhood of Cairo, Singerman examines communal patterns of allocation, distribution, and decision-making. Combining the institutional focus of political science with the sensitivities of anthropology, she uncovers a system of informal networks, supported by an informal economy, that constitutes another layer of collective institutions within Egypt and allows excluded groups to pursue their interests.

Discussing the role of these networks in meeting fundamental needs in the community--such as earning a living, reproducing the family, saving and investing money, and coping with the bureaucracy--Singerman demonstrates the surprising power these "excluded" people wield. While the government has reduced politics to the realm of distribution to protect itself from challenges, she argues that the popular classes in Cairo, as consumers of goods and services, have turned exploiting the government into a fine art.
