Amy Myers Jaffe is the David M. Rubenstein Senior Fellow for Energy and the Environment and the Director of the Program on Energy Security and ClimateChange at the Council on Foreign Relations. She is co-author of “Oil, Dollars, Debt andCrises: The Global Curse of Black Gold” with Mahmoud El-Gamal (CambridgeUniversity Press, 2009) and co-editor of “Natural Gas and Geopolitics From 1970to 2040” (Cambridge University Press, 2006).Amy Myers Jaffe is the David M.
