253TexasThe rules adopted by the State Board for Educator Certifi cation (SBEC) are part of a larger body of state agency rules that are collected and published as the Texas Administrative Code. The SBEC may adopt new rules or amendments to or repeals of existing rules at any time. Go to Texas Educa-tion Agency website at http://www.tea.texas.gov for the most recent rule changes.Certifi cation Overview I. General Certifi cation RequirementsA. Hold bachelor’s degree from institution of higher education that at the time was accredited or otherwise approved by an accrediting organization recognized by the Texas Higher Education Coordinating Board.1. Texas institutions do not offer a degree in education, so every teacher must have an academic major as well as teacher- training courses.a. Only exemption is for individuals seeking Career and Technical Education certifi cation to teach certain courses, such as welding or computer- aided drafting.B. Complete teacher training through an approved program, offered through colleges and universities, school districts, regional service centers, community colleges, and other entities.C. Successfully complete appropriate teacher certifi cation tests for subject and grade level. Specifi c Texas Examinations of Educator Standards (TExES) and other tests are required, depending on applicant’s background and certifi cation sought; contact the Texas Education Agency (TEA) at http://www.tea.texas.gov for list of certifi cation tests and information on which tests are required.1. Teachers certifi ed in another state must submit an application for a review of credentials. II. Routes to Educator Certifi cationA. University- based Programs1. Undergraduate certifi cate earned as part of baccalaureate degree program2. Post- baccalaureate programs designed to prepare baccalaureate degree holders seeking educator certifi cationB. Alternative Programs for Educator Preparation1. TEA- approved programs available at some institutions of higher education. These may involve university course work or other professional development experiences as well as intense mentoring and supervision during candidate’s fi rst year in role of educator.2. Some regional education service centers, large school districts, and private entities offer alternative programs of preparation.C. Additional Certifi cation Based on Examination: for teachers holding a classroom teaching certifi cate and bachelor’s degree
