5 The ‘Primeval Soup’ of Policy Proposals

Abstract

Chapter 5 examines the second stream in Kingdon’s (1995) multiple streams model: the policy stream. The focus is on the so-called primeval soup of policy ideas and how the development and selection of policy proposals emerged in relation to political feasibility, research and expertise and technical feasibility. The empirical cases of England & Wales and the Netherlands are discussed in turn, through examination of two national policy movements (the 2009 reclassification of cannabis in England & Wales and the 2012–13 changes to coffeeshop policy in the Netherlands). The chapter then considers recent policy changes in Spain and Australia to further elucidate, clarify and contrast the selection of policy ideas I those countries.
