Abstract

The production of analyses, circulation of ideas and the levels of influence of authors and institutions that gravitate around federal public organisations are discussed in this chapter by reference to the case of the planning, organisation and management ministry (Ministério do Planejamento, Organização e Gestão, MPOG). Public institutions produce the greater part of the studies and analyses. The sectors closest to the government decision-making core tend to deal with the reforms with least political cost and to propose policies of an incremental nature. Issues such as the reform of the State span across governments with different political orientations, with marginal adaptations as regards the proposals’ content. The participatory forums organised to debate policy proposals were an important source for government initiatives relating to administrative reform and privatisations.
