Integrated management systems in the nuclear field

Abstract
In the last years several internationally accepted standards such as the ISO 9000 and ISO 14000 series and other function-specific management systems standards have been developed. At the same time, it has become imperative for organisations to continuously improve their overall quality, environmental and safety performance. Therefore, the need to create integrated management systems is of growing importance to enable an easier handling of the different management systems. This paper has two main objectives. The first one is to address the key issues in the underlying theory of integrated management systems including benefits and limits, the second one is to illustrate the importance of an integrated (in particular safety) management system and the experience feedback providing examples from different areas and different organisations in the nuclear field.
Kurzfassung
In den letzten Jahren sind verschiedene international akzeptierte Standards wie z. B. die ISO 9000 und ISO 14000 Serien und andere funktionsspezifische Standards für Managementsysteme entwickelt worden. Gleichzeitig wurde es für Organisationen erforderlich, die Gesamtqualität einschließlich umweltund sicherheitsspezifischer Aspekte kontinuierlich zu verbessern. Deshalb ist die Notwendigkeit, integrierte Managementsysteme zu schaffen, von wachsender Bedeutung, um eine einfachere Handhabung der verschiedenen Managementsysteme sicherzustellen. Der vorliegende Beitrag verfolgt daher zwei Ziele. Das erste Ziel ist, die wesentlichen Elemente sowie Nutzen und Grenzen von integrierten Managementsystemen auf der Basis theoretischer überlegungen darzustellen; das zweite Ziel ist, die Bedeutung eines integrierten (insbesondere Sicherheits-)Managementsystems und die gemachten Erfahrungen anhand von Beispielen aus unterschiedlichen Bereichen und unterschiedlichen Organisationen in der Kerntechnik zu veranschaulichen.
