Ageing management review for reactor license renewal

Abstract

The Nuclear Regulatory Commission (NRC) issues licenses for commercial power reactors to operate for up to 40 years and allows these licenses to be renewed for additional periods of 20 years. In 1995 the Commission issued Part 54 of Title 10 of the Code of Federal Regulations (10 CFR Part 54) specifying the regulatory requirements for license renewal. The license renewal rule focuses on managing the adverse effects of ageing of plant structures and components. The NRC staff has developed license renewal rule implementation guidance documents. The NRC staff uses a systematic approach in evaluating the adequacies of ageing management programs. The NRC has approved several license renewal applications to date and will likely be asked to approve dozens more over the next 10 to 15 years.

Abstract

Die Nuclear Regulatory Commission (NRC) erteilt Genehmigungen für Leistungsreaktoren, die den Betrieb während eines Zeitraums von bis zu 40 Jahren und eine Erneuerung der Genehmigungen für weitere 20 Betriebsjahre erlauben. 1995 hat die NRC den Teil 54 des Abschnitts 10 vom „Code of Federal Regulations“ (10 CFR Part54) herausgegeben, der die Genehmigungsanforderungen fär die Erneuerung der Betriebsgenehmigungen spezifiziert. Im Mittelpunkt der Vorschrift für die Erneuerung der Betriebsgenehmigungen steht das Management der negativen Alterungseffekte an den Kraftwerksstrukturen und -komponenten. Von der NRC wurden Leitlinien zur Umsetzung der Vorschrift für die Erneuerung von Betriebsgenehmigungen entwickelt. Die NRC benutzt einen systematischen Ansatz zur Beurteilung der Angemessenheit von Alterungsmanagementprogrammen. Mehrere Anträge auf Erneuerung der Betriebsgenehmigung wurden von der NRC bereits genehmigt und Dutzende weitere solcher Genehmigungsanträge werden innerhalb der nächsten 10 bis 15 Jahre erwartet.
