Abstract
Der Beitrag behandelt die bisher vernachlässigten Probleme der Umsetzung und Implementation von Flexicurity-Konzepten. Er analysiert detailliert die prozeduralen Hauptschwierigkeiten sowohl auf europäischer als auch auf nationaler Ebene und geht jeweils auf die Makro- sowie auf die Branchenebene ein. Im Mittelpunkt stehen zunächst verschiedene Formen von Sozialdialogen, welche die Kommission als Instrumente empfiehlt. Anschließend werden Gesetzgebung und Kollektivverhandlungen und ihre spezifischen Probleme behandelt. Der Schlussteil geht auf aktuelle Entwicklungen in der Krise ein.
Abstract
The paper deals with widely neglected problems of transposition and implementation of flexicurity concepts. It analyses in some detail the main difficulties existing at European as well as national level and examines in both cases the macro and the sectoral level. First, the paper focuses on various forms of social dialogues which the Commission recommends as instruments. Then, it concentrates on legislation and collective bargaining as procedures and their specific procedural problems. The final part elaborates on most recent developments during the crisis.
