Barriers to Preservation for Digital Information Resources in University Libraries of Pakistan

Abstract

The purpose of this study was to investigate barriers faced by Pakistani university libraries to implement digital preservation programs. A questionnaire was developed and pilot tested before being sent to 70 libraries of the public sector universities and degree awarding institutions to measure the phenomena. Out of the targeted 70 libraries, 63 responded to the survey (90 % response rate). The results highlighted that a lack of institutional/national policies, financial and technological resources, and administrative support are key barriers that hinder the implementation of digital preservation practices in Pakistani university libraries. The findings of this novel study emphasize devising a national policy for digital preservation in Pakistan. Results point out key barriers to digital preservation and help designing knowledge-based systems in order to meet information and knowledge needs of library users around the clock.

Zusammenfassung

Ziel dieser Studie war es, Hindernisse zu identifizieren, denen pakistanische Universitätsbibliotheken bei der Umsetzung von Programmen zur Erhaltung von digitalen Quellen gegenüberstehen. Es wurde ein Fragebogen entwickelt, der in einem Pilotversuch getestet und danach an 70 Bibliotheken der öffentlichen Universitäten und Hochschulen des Landes, die vor 2010 gegründet worden waren, versandt wurde. Von den 70 kontaktierten Bibliotheken antworteten 63 auf die Umfrage (Rücklaufquote von 90 %). Die Ergebnisse zeigen, dass fehlende institutionelle/nationale Richtlinien, mangelnde finanzielle und technologische Ressourcen sowie zu geringe administrative Unterstützung die Haupthindernisse für die Einführung einer digitalen Erhaltungsstrategie an pakistanischen Universitätsbibliotheken sind. Die Ergebnisse dieser neuen Studie unterstreichen die Notwendigkeit, eine nationale Politik für die digitale Bestandserhaltung in Pakistan zu entwickeln. Die Forschungsergebnisse können Bibliothekarinnen und Bibliothekare dabei unterstützen, Haupthindernisse für die digitale Bestandserhaltung zu erkennen und wissensbasierte Systeme zu entwerfen, die den Informations- und Wissensbedarf der Bibliotheksbenutzerinnen und -benutzer erfüllen.
